Budget Day, 28 October: Plan Your Cleaning Contract

The Autumn Budget lands 28 October 2026. Here's how Midlands facilities managers can budget their cleaning contract before the announcements land.

Why cleaning contracts move more than most Budget-adjacent costs

A commercial cleaning contract is overwhelmingly a labour cost — wages, National Insurance contributions, pension auto-enrolment, sick pay and holiday cover, all before a single cloth or vacuum is bought. That makes it unusually sensitive to exactly the kind of change an Autumn Budget tends to contain: employer National Insurance thresholds, minimum wage upratings, or business rates changes for the premises being cleaned. Facilities managers who've budgeted flat cleaning costs into next year's plan, on the assumption nothing much will change, have been caught out by exactly this pattern in recent years.

What to ask your cleaning provider before the Budget, not after

  • How is your pricing structured if the National Living Wage or a National Insurance threshold changes mid-contract?
  • Is next year's quote fixed for the full year, or does it include a built-in review point after the Budget?
  • How much of the quoted rate is labour versus materials and overheads — so you understand what's actually exposed?
  • What's your track record on absorbing small statutory changes versus passing every one straight through?

A cleaning contract renegotiated calmly in September or October, with the Budget date known and priced in, is a straightforward commercial conversation. The same conversation forced through in November, after a wage change has already landed and margins are already squeezed on both sides, tends to be a much harder one — rushed, adversarial, and more likely to end in a service cut than a fair adjustment. Getting ahead of the date on the calendar is the difference between the two.

How Kirk Group Cleaning approaches Budget-year contracts

We build our commercial contracts with a clear, transparent breakdown of what's labour and what isn't, and we talk to clients ahead of major fiscal events like this one rather than presenting a surprise invoice afterwards. If you're renewing or reviewing a Midlands commercial cleaning contract for next year, this is the month to have that conversation — before 28 October, not after.
